Welcome
Welcome to the Pennsylvania Environmental Hearing Board (the Board). Established by the Environmental Hearing Board Act, 35 P.S. Sections 7511-7516, the Board hears appeals from actions of the Pennsylvania Department of Environmental Protection. The Board holds hearings and issues Adjudications, Opinions, and Orders. Hearings before the Board are similar to non-jury civil trials before Common Pleas Courts or Federal District Courts. Appeals from Board decisions are taken to the Commonwealth Court of Pennsylvania. The Board Rules of Practice and Procedure appear at 25 Pa. Code Chapter 1021. The Judges of the Board are appointed by the Governor subject to confirmation by the Pennsylvania State Senate.

Erie Office Closure
The EHB’s Erie Office/Courtroom facility is permanently closed as of July 1, 2025. Any future correspondence/communication should be directed to either the Harrisburg or Pittsburgh EHB offices.
Electronic Filing
On July 1, 2024, the Board launched a new website and electronic filing and docketing system. For help with registering for electronic filing, filing documents, or other information on electronic filing, please see the guides posted on the eFiling Help page.

Amendments to Rules
The Board's Rules of Practice and Procedure have been amended effective May 18, 2024. The amendments to the Board's Rules appear in the May 18, 2024 issue of the Pennsylvania Bulletin, 54 Pa.B. 2776.
